New Facility Won't Impact Jail

Leeann Akers

A new state-run correctional complex in Floyd County will not impact local jails – that’s according to Rowan County Jailer Wes Coldiron.

Officials with the Kentucky Department of Corrections announced October 18th that the former Otter Creek Correctional Facility in Wheelwright, which closed in 2012, will reopen in 2020 as the Southeast State Correctional Complex.

Coldiron is in charge of the Rowan County Detention Center, which was built with 275 beds, but currently holds an average of 330 inmates. He says he doesn’t expect the new 660 bed facility to reduce the number of people in his facility.

Coldiron says the RCDC holds between 180 and 200 state inmates per month.  The cost of housing them is paid by the state, which offsets the cost of housing county inmates.  Coldiron says the last few months the county was not required to pull money from the general fund to support the jail…which is a first for Rowan County
