Kynect Orders Reaffirmed

On a strict party-line vote, the Kentucky Legislature’s Interim Joint Committee on Health and Welfare has renewed Governor Beshear’s executive orders creating Kynect. That’s Kentucky’s health benefit exchange, which was formed following passage of the federal Affordable Care Act. The vote was 11 to 7, with all the Democrats supporting the orders and every Republican opposing them.

However, a member of Governor Beshear’s Administration says the legislature did approve operating funds for Kynect when it passed Kentucky’s current two-year budget. Beth Jurek is Executive Director of the Office of Policy and Budget for the Cabinet of Health and Family Services. She defended the orders Monday in testimony before the committee.
