Kissick Facing New Indictment

A former Rowan County payroll officer is facing an additional indictment, 11 months after she was terminated. A grand jury handed down a superseding 4-count indictment against 54-year-old Rebecca Kissick Last week.

Kissick is accused of writing checks to herself from the Rowan County Fiscal Court’s checking account for $168,227.02 between October 2011 and February 2022. She was terminated from her position during the March 15th Fiscal Court meeting, where the investigation was first revealed.

Kissick, who worked for the county for more than 22 years, is facing one count of Theft by Unlawful Taking, which is a class C felony. If convicted on the charge, she will face 5 to 10 years in prison. She also faces two counts of Second-Degree Forgery for signing the names of other county employees on the checks. That crime is considered a class D felony. A guilty forgery verdict could mean an additional 1 to 5 years in prison for each count.

The new charge is Abuse of Public Trust, A class B felony. If convicted, Kissick could face a sentence of 10 to 20 years. She is scheduled for a status hearing next Friday at 1 p.m.
