Former Better Life Student Pastor Arrested

Rowan County Detention Center

The former Student Pastor at Better Life Church has been arrested for indecent exposure.

Jacob Steagall, 28, was taken into custody Friday morning and charged with the Class B misdemeanor.

According to Kentucky Criminal law, a person is found guilty of the charge when the accused intentionally exposes genitals, knowing the conduct is likely to cause alarm to a person who is 18 years old or older.

Steagall is accused of exposing himself to multiple victims, including some who are minors at the time of the incident.  The statute of limitations on misdemeanors is one year, and it is unclear if additional charges are pending.

Officials with Better Life Church apologized Sunday for the church’s initial reaction, which did not address victims.  The church has encouraged victims or anyone with information about the case to contact the Rowan County Sheriff’s Department.

Steagall is being held in the Rowan county detention center.  No bond has been set. If found guilty, he could face up to 90 days in jail and up to $250 in fines.
