Glasscock says lawmakers understand the need for enhanced revenues to keep tuition lower at Kentucky universities and provide additional support for primary and secondary education.   However, the head of an organization opposed to the gaming amendment says partnering with gamblers is a “terribly inefficient way” for government to generate more income.
