Republican U.S. Senator Rand Paul is conceding that President Obama emerged victorious from his budget battle with House Republicans, which was resolved late Wednesday following a two-week partial shutdown of the federal government. The Kentucky lawmaker made the comment Thursday in Daviess County during a health care forum at Owensboro Medical Health System Hospital.
