State Representative John Will Stacy says the legislature gave local school districts some flexibility to deal with limited resources  when it allowed them to use capital funds for operations. However, the West Liberty Democrat acknowledges many are now out of options…

"If you have kept with what these school districts are doing with their funds the last few years, they have been spending it like crazy, just to keep everything at the same level. Now it’s gone…in the next two or three years we are going to see a crisis in our local school districts. I think it’s coming…and it’s just a matter of who is going to do something about it." -  State Representative John Will Stacy

Stacy says local school boards that moved money out of capital accounts to cover operational expenses now find they lack funds for either.
