The residency of Rowan County’s Circuit Clerk is being challenged in court.

A motion was filed by Sam King in Rowan Circuit Court on Monday, questioning Kim Barker-Tabor’s qualifications to run the Clerk’s office. 

Barker-Tabor says she isn’t sure why the motion was filed ahead of the May 22nd primary election…

Barker-Tabor was appointed to the position in January after her father, Jim Barker, retired. She faces two opponents in the primary race.

The Rowan County school system has a new Superintendent.

Assistant Superintendent John Maxey was named Wednesday night by the Rowan County School Board to replace Marvin Moore, who retires June 30th.  Maxey was chosen over three other finalists for the post, and board chairman Rick Whelan believes the transition into his new role will be a seamless one…

Maxey has worked for the Rowan school district since 2009 when he started as its technology director. He later worked his way into the Assistant Superintendent’s role.

Rowan County’s Democratic candidates for County Clerk are preparing for potential national media interest in the race.

The candidates discussed the possibility of media attention and protests similar to the 2015 controversy involving current County Clerk Kim Davis’ refusal to sign marriage licenses.

David Ermold spoke at the Democratic primary forum on Tuesday…

Ermold says the county should work on promoting a positive message. His opponents, Elwood Caudill and Jamey Jessee, echoed his sentiments.

A Morehead police official says he can’t wait until his department gets into its new facility.

It’s hoped the MPD, along with the city’s fire department, will move into their combined structure as early as next year. Morehead officials are currently trying to secure the site for the $4,000,000 project.

According to MPD Captain Kyle Callahan, it will be nice for his officers to work in a modern facility after spending the last several years in a deteriorating building that was constructed in the 1930’s and used for several decades as the town’s post office…

Saving The Animals of Rowan

Rowan County’s fiscal court won’t be turning over operation of the Tri-County Animal Shelter to the group “Saving The Animals of Rowan.”

Saying it thought it could do a better job of running the facility, STAR officials recently asked the court for permission to manage it.  Judge-Executive Walter Blevins says he and the magistrates nixed that idea after being informed last week of planned improvements to the shelter by its board chairman, Scott Templeton…

Morehead State University

Morehead State University is doing an about-face regarding its policy to take away sick leave credit for those retiring after June 30th.

For the last several years, MSU has been averaging-in up to six months of an employee’s unused sick days to the top three years of that person’s salary when the state computes their annual retirement payment.  However, due to budget concerns, school officials earlier this year decided to stop that practice at the end of June.

A recent compensation study will result in several employees of the Morehead Utility Plant Board getting pay increases.

General Manager Holly McGrath-Rosas says the MUPB hired the company Hanna Resources to examine its compensation scale. It found that the agency was paying many of its workers at below market value.

McGrath-Rosas says the Morehead Utility Plant Board will spend $67,000 in raises to 17 workers to get their salaries up to a fair market value. The agency will offer the pay hikes next year based on longevity of employment.

Kentucky Ranks In Top Ten Most Stressed States

April is Stress Awareness Month, and a new report ranks Kentucky as one of the “most-stressed” states in the nation.

The list from WalletHub ranks every state using various categories of stress; including work-related stress, money-related stress, family-related stress, and health and safety-related stress. WalletHub spokeswoman Jill Gonzalez says Americans in general are worried about healthcare, but especially Kentuckians…

Rowan County Detention Center

A Hillsboro woman accused of stealing from a Morehead doctor’s office will be arraigned on Friday.

Authorities say 39-year-old Lori Back worked at Morehead Primary Care for several years before the alleged theft was discovered. She is accused of taking over $240,000, which is a Class-C felony.

Back was arrested last week and released on a $15,000 partially-secured cash bond.

The Carter County Fiscal Court has brokered a deal to free up its emergency road funds. WMKY’s Chas Jenkins reports…

The process of finding a replacement for retiring Rowan County School Superintendent Marvin Moore continues tonight.

That’s when the screening committee, which is reviewing applications for the position, will meet again.  The group initially began with 16 resumes to consider.

School Board Chairman Rick Whelan heads the screening committee and says the panel is working to have a list of finalists for the post after its meeting next Tuesday…

An Elliott County man is dead following a single-vehicle crash Wednesday morning.

Coroner John Northcutt says 44-year-old Anthony Adkins crashed his car just after 10:00am while driving on Brown Ridge Road in Rowan County…

      Northcutt says there were no signs of intoxication. He thinks rainy conditions likely contributed to the crash.

Ashland Police Department

Ashland Police Chief Todd Kelley says his department is working to locate a man they believe was connected to a recent incident in which shots were fired at an officer.

Authorities are talking to those who know 28-year-old Frank Joliff Jr., who Kelley says was one of two men in a car that was pulled over early Sunday morning.  According to the chief, Joliff and the other man fled the scene on foot with shots being fired at an APD officer…

Rowan County Clerk Kim Davis will be released from the Carter County jail today, where she's been held since Thursday on a contempt of court charge.

The Rowan County Clerk’s Office refused to issue marriage licenses to two same-sex couples on Thursday (August 13), acting in defiance to an order from a federal judge.

Judge David Bunning ruled on Wednesday (August 12) that Rowan Clerk Kim Davis must issue marriage licenses to all couples, despite personal conflicts stemming from her religious beliefs.

Deputies in Davis’s office turned away two gay couples one day after that ruling.

Davis was not on-hand for Thursday’s license refusals. Deputies in the Rowan office say the clerk is “on vacation.”
